I wonder what California would be if non-English speaking illegals were removed from the list. (Remember the census actively seeks them out for inclusion in the population count.) I saw an AP article that stated as much as 26% of the state's population is illegally in the country. Texas probably has a similar situation, though I don't know if the number is as high as the state government of Texas isn't bending over backward to enable illegals every right in the state.
Using the 26% figure just for shytes and giggles, that would put California at 1 NFL player produced for every 111,123. Not an unreasonable approximation based on some of the others.
Side note: If the estimations of illegals in California are accurate (most exceed 10 million), that puts illegals in California nearly equal to the entire combined populations of Mississippi, South Carolina and Alabama. That's a big friggin' number. Then step back and appreciate that due to the process allocating representatives in the U.S. House that is based on gross population count -- those illegals are represented by more congressmen than the states of Mississippi, South Carolina and Alabama combined.

Since I am not a college football coach or politician, I can state some facts.
Two out of three NFL players are black.
From the U.S. census, percentage of blacks in the top 5 states by percentage of blacks in the state and some other selected states:
Mississippi 37% Louisiana 32% Georgia 30% Maryland 30% South Carolina 28% Alabama 27% Florida 16% Texas 12% California 6%
It is fairly clear, that if there is a large percentage of blacks in the state, it is very likely that that state will have a high per capita rate of NFL players. This is not the only factor determining per capita rates, but it is the leading one.
