Why isn't spiking the ball intentional grounding? I mean, there is nothing more intentional than spiking the football.

Probably has to do with some form of intent to "run a play", or to "spike" the ball. One has a very obvious intention. Or, it is simply written into the rules!

I've always thought that it was because they considered there to be a receiver in the vicinity. Because you can throw the ball away, as long as there's a receiver in the area

Apparently, you have to be under Center, and make no hesitation with the purpose of the play to spike the ball. Any hesitation, seems like they say that would then be ruled IG. So, under Center, snap the ball and spike immediately. If you do anything else resembling a play, or hesitate too long, and you risk IG being called. Or something along those lines!
