Pretty simple. As a starting pitcher or any pitcher for that matter, you need to hit your spots. If not, you'll always be pitching from behind and forced to put some meatballs over the plate. Not a recipe for success at any level of baseball.
As I said on your team's thread, BTB, those stats are impressive at any level, but even moreso at that age group. You must be doing something right with them b/c most kids at that age can barely keep it in the cage.

Agreed totally Toph. Price has great stuff, but his control has been terrible.
My brother has thrown 29 innings this year. He has thrown 103 balls and 263 strikes. He has 1 walk, and has an ERA under 1.75. He doesn't have dominating stuff, but he keeps the ball in the right spot. Major league pitchers have to hit spots as well.
Price can be really good...but he has a long way to go to be an elite pitcher (something people were throwing on him last year).

I read Tony LaRussa book, Three Nights in August, and in it Dave Duncan had a stat about pitchers who throw first pitch strikes. I forgot what it was but I think it was something like that a batter's BA is .100 when a pitchers throws a first pitch strike

Believe that stat about first pitch strikes. The first pitch, and the 1-1 pitch always set up the AB in my opinion.

Manny Parra is just like that as well.

Manny Parra is just like that as well. Lots of young pitchers have that problem. The MLB strike zone is much tighter than minor league zones, and is an adjustment for the young pitchers. The result is often a struggle when they do not have their A+ stuff (which can't be very often). Another thing it does is drive up their pitch count and gets them out of the game quicker (stress on the bullpen, etc.).

I can think of another example like David Price... Dice-K
guy has ridiculous stuff, but people have become really patient against him and he cannot hit his spots so they are either sitting on the meatball he has to throw to not walk them, or he is walking them.

Throwing strikes is very important. The Cards walked two in one inning and then a little infield basehit beat them.
I hate it when they dont throw strikes, in my baseball days we would have to run if we gave up runs because of walks.

Dice K throws way too many pitches for that precise reason and it is why he often struggles to get past the 5th or 6th inning.
